The sweeping roof – a gesture of promise

In 1956, Hugh Stubbins wrote of the roof of the Congress Hall: “It is a roof of great promise, and puts no limitations on the achievements that may be made beneath it.” The roof had much to bear: in addition to its function as a visible landmark in the city, it was ascribed multiple symbolic meaning – but first and foremost it was a daring and structurally complex construction that until then had not previously been built in this form.
